ADVERTISEMENT FOR BIDS
Sealed Bids will be received, opened, and immediately read aloud at 10:00 a.m. on Thursday, June 11, 2026, for the KCEOC – Knox Transportation Center. The bids will be received at KCEOC Community Action Partnership, Inc. at 5448 U.S. Highway 25E, Gray, KY 40734.
The project site is located at 369 Old Barbourville Road, Corbin KY, 40701.
The bid is to furnish all necessary labor, materials, tools, machinery, warranties, and all other items required to meet the plans and specifications. Work to include selective demolition, site work, general building construction, mechanical, electrical and plumbing.
Interested Contractors are invited to attend a pre-bid conference at 10:00 a.m. on Monday, June 1, 2026, at the project site at 369 Old Barbourville Road, Corbin KY, 40701. No bid may be withdrawn for a period of 60 days after the opening.
Each bid must include a bid security in the amount of 5% of the total bid in the form of a certified check, cashier’s check, irrevocable letter of credit, or surety company bond made payable to KCEOC Community Action Partnership, Inc.
If a bid security in the amount of 5% of the full bid amount is submitted with the bid, the successful bidder will be required to furnish a performance bond and labor and material bond from an acceptable surety in the amount of 100% of the full contract amount.
If a bid guaranty bond in the amount of 100% of the total bid is submitted with the bid, no additional performance and labor and material bond will be required.

Positive efforts shall be made by KCEOC to utilize small businesses, minority-owned firms, and labor surplus area firms, if appropriate, whenever possible. Therefore, the following steps shall be taken:
- Ensure that small businesses, minority-owned firms, women’s business enterprises, and labor surplus area firms, if appropriate, are used to the fullest extent practicable. (45 CFR Part 75.330)
- Make information on forthcoming opportunities available and arrange time frames for purchases and contracts to encourage and facilitate participation by small business, minority-owned firms, women’s business enterprises and labor surplus area firms, if appropriate. (45 CFR Part 75.330(b)(4))
- Consider in the contract process whether firms competing for larger contracts tend to subcontract with small businesses, minority-owned firms, and women’s business enterprises and labor surplus firms, in appropriate. (45 CFR Part 75.330(b)(6))
- Encourage contracting with consortiums of small businesses, minority-owned firms, women’s business enterprises, labor surplus area firms, if appropriate when a contract is too large for one of these firms to handle individually. (45 CFR Part 75.330(b)(3))
- Use the services and assistance, as appropriate, of such organizations as the Small Business Administration and Department of Commerce’s Minority Business Development Agency in the minority-owned firms and women’s business enterprises. (45 CFR 75.330(b)(5))
KCEOC is following 2 CFR 200.0318, the Federal General Procurement Standards, along with The Kentucky Community Development Block Grant (KCDBG) Procurement code as this project is funded and administered in-part by the following divisions; AML, ARC, DLG and CDBG.
All provisions of the Kentucky Revised Code as it relates to bid guaranty’s conditions, liabilities, and withdrawal of a bid are applicable to this contract. The owner reserves the right to waive any informality or to accept any bid which is deemed most favorable. This project will participate in the Build America, Buy America (BABA) Act. The owner also reserves the right to reject any or all bids.
