Providing Shelter, Building Hope: KCEOC Emergency Support Center
Our Emergency Support Center, operated by KCEOC, is a haven for those facing homelessness, adhering to the McKinney Act guidelines for homeless assistance. With 23 available beds, we tirelessly address the needs of low-income individuals and families in our community, continually expanding our programs to better serve evolving needs.
Comprehensive Support Services
The center goes beyond providing temporary shelter; it’s a place where individuals and families receive holistic support:
Meals, Clothing, and Basic Necessities
Our shelter offers essential resources to meet immediate needs.
Southeastern Kentucky Homeless and Housing Alliance (SKHHA):
Collaborating with four other agencies, we extend services in employment, transportation, education, life skills, and outreach throughout the Cumberland Valley Area.
Eligibility Criteria: A Path to Stability
We ensure our services reach those who need them most, with eligibility criteria including:
- Meeting McKinney Guidelines for Homelessness.
- Age requirement of at least eighteen years.
- Maintaining an alcohol/drug-free status.
- Initial acceptance for a 24-hour period, involving a screening process for eligibility compliance.
- Capability to perform basic tasks, including self-care, childcare, food preparation, and household chores.
- Willingness to develop a goal plan for oneself and minor children.
- No outstanding warrants, judgments, or felony offenses involving violence.
- Willingness to accept a community living situation and abide by shelter rules.
Case Management
Our case management services, facilitated through SKHHA, cover a broad spectrum:
- Counseling: Emotional support to navigate challenges.
- Resource Coordination: Securing and coordinating services, including federal, state, and local benefits.
- Progress Monitoring: Evaluating program participant progress.
- Referrals and Information: Assisting with information and referrals to other service providers.
- Risk Assessment and Safety Planning: A focus on individuals defined as victims of domestic violence.
- Individualized Action Plans: Helping participants develop plans, with a primary focus on achieving permanent housing stability.
Direct Assistance in Skill Development
Case managers go beyond counseling, providing direct assistance in various areas:
- Education Services: Offering tutoring and educational counseling.
- Employment Services: Providing employment counseling.
- Life Skills Training: Covering budgeting, money management, household management, conflict resolution, shopping, nutrition, and parent training.
Supporting the Shelter: Your Contribution Matters

Frequently needed items include cleaning supplies, hygiene items, diapers and wipes, canned and frozen foods, feminine products, clothing for women and children, toys, and Wal-Mart gift cards.
