About the Weatherization Assistance Program

The Weatherization Assistance Program (WAP), funded by the U.S. Department of Energy (DOE) and the Kentucky Cabinet for Health and Family Services’ Low Income Heating Energy Assistance Program (LIHEAP), is at the forefront of residential energy efficiency in Kentucky. WAP is the nation’s largest program of its kind, dedicated to making homes more energy-efficient, thus lowering energy costs for low-income families. This transformative initiative is brought to communities across the state through the collective efforts of Kentucky Housing Corporation (KHC), DOE, and Community Action Kentucky’s 22 local Community Action Agencies.

Why It Matters

For low-income families, the burden of utility costs can be overwhelming, with an average of 14% of their yearly income spent on energy bills, compared to 3% for other households. The Weatherization Assistance Program presents a sustainable solution, effectively reducing energy waste and costs, while contributing to long-term financial relief for families.

How It Operates

Highly trained inspectors and crews undertake retrofitting projects for eligible individuals at no expense to them. These renovations encompass insulation installation, exterior sealing, duct repair, and, where needed, heating equipment replacement. The results are remarkable, with families often saving up to $500 in utility bills in the year following the retrofit, depending on their usage habits, regional climate, and unit prices.

Ensuring Equitable Access

Applications are assessed based on a point system, with priority given to elderly, disabled applicants, and households with young children. Services are allocated in order of highest to lowest total point value, ensuring equitable access to those in need.

Required Documentation

  • Copy of the title certificate for mobile homes and other legal documents related to the home
  • Copy of the deed to the land or landowner agreement
    • If a deceased person is listed on the deed or title, a copy of the death certificate is required
  • PVA assessment (available at the PVA office)
  • Driver’s license or photo ID and Social Security card (or copy) for all household members
  • Proof of income for all household members
    • If receiving SSI, SSDI, or Social Security, current award letters with all pages included are required
    • Please also include prior two months of check stubs
  • The prior 12 months’ consumption history printout from the utility company for both your primary and secondary heating sources, including usage and charges (electric and gas)

Renters Welcome

Renters are encouraged to apply, and landlords will be asked to grant permission for program participation and home improvements.
